This archive documents Smart Growth Anacortes’ work during the City of Anacortes’ 2025 Comprehensive Plan update. While our mission has broadened beyond the appeals process, this period remains an important part of our history and illustrates why transparent planning, accessible information, and meaningful public participation matter.

Background: The 2025 Comprehensive Plan Update

In December 2025, the City of Anacortes adopted an updated Comprehensive Plan. Smart Growth Anacortes participated throughout the public process, reviewing draft materials, attending meetings, and submitting written comments.

During this review, we identified several areas where additional clarity, analysis, or public discussion would benefit the community. These included questions about growth assumptions, infrastructure planning, environmental considerations, and the consistency of certain elements with state requirements.

Our goal during this period was to help residents understand the plan, follow the process, and engage constructively with city decision‑making.

 

Why We Filed Appeals

After the plan was adopted, Smart Growth Anacortes filed four appeals with the Growth Management Hearings Board. These appeals were not adversarial actions; they were part of a statutory process intended to ensure that local plans comply with the Growth Management Act.

The appeals focused on issues where we believed additional review was warranted. Filing them allowed the GMHB to evaluate whether the plan met legal requirements and whether certain elements needed clarification or correction.

This work reinforced several lessons that continue to shape our mission today:

  • Public records and meeting materials must be easy to find and understand

  • Planning assumptions should be transparent and well‑supported

  • Residents need clear pathways to participate throughout the process

  • Accountability mechanisms, such as GMHB review, are essential to good governance

 

How This Work Informs Our Current Mission

Smart Growth Anacortes is no longer centered on appeals. However, the experience of working through the Comprehensive Plan process highlighted gaps in public access, communication, and civic understanding.
